The Cross River State Commissioner for Education, Sen. Professor Stephen Odey, Esq., on Thursday, March 5, 2026, called on the management staff of the Teachers Continuous Training Institute (TCTI) Biase, to demonstrate discipline, responsibility, and teamwork in the discharge of their duties.

The Commissioner made the call during a meeting with the management of the Institute during a courtesy visit to his office in Calabar, where he addressed administrative concerns and emphasized the importance of effective leadership and accountability in the education sector.
Professor Odey stressed that leadership positions come with responsibilities that require commitment and consistent presence at the workplace. He expressed concern over situations where key officials are absent from their duty posts, noting that such actions weaken administrative coordination within institutions.
According to him, the head of an institution plays a critical role in ensuring smooth operations, adding that when leaders are present and actively involved in the system, staff members are more motivated and the institution functions more effectively.
The Commissioner explained that in any organization, the Director-General or Chief Executive cannot be everywhere at the same time, which is why deputies and other senior officials must be ready to take responsibility whenever the need arises.
He noted that every administrative structure must function collectively, with the Registrar, Bursar, and other management staff carrying out their respective duties while supporting the leadership of the institution.
Senator Odey also emphasized the importance of adherence to financial regulations, stressing that financial officers must always provide proper professional advice to ensure that all financial decisions comply with government guidelines. He commended the management staff for their commitment to maintaining stability within the institution.
The Commissioner further encouraged the management team to continue working together in unity, transparency, and professionalism, noting that personal conduct, integrity, and dedication to duty are key factors that determine career growth and opportunities in public service. He concluded by urging the officials to maintain mutual respect and cooperation, emphasizing that the success of any institution depends on the collective efforts of its leadership and staff.
